    Job Description

    Technical Assistance on reorganization and modernization of MDAs

    The Somaliland Civil Service Strengthening Project (CSSP) aims to support the GoSL to conduct a rapid assessment of mandates, functions and staffing requirements of ministries, departments and agencies (MDAs) including taking them through a visioning process to define their vision, mission and value system. The key objective is to support the establishment and/or strengthening of Human resources and the Policy and planning departments in the beneficiary institutions (BIs) and the roll-out of related reforms in these areas. The activities under this assignment will be carried out jointly by a central organization design team in the Civil Service commission and reform teams in each of the participating institutions.

    The assessment will identify:

    • National development priorities that MDA contributes, Service Delivery and performance issues
    • Gaps in mandates and functions in the context of government performance on national development objectives
    • The relevance of the current organizational structure to the mandates and functions and proposed changes and recommendations in the organizational structure, taking into account relevant international experiences
    • Vision, mission and value statements of MDA in line with NDP2 and HR best practices
    • The relevance of current staffing to the mandates and functions and recommendations on staffing requirements, taking into consideration impact on the wage bill of MDA
    • Critical and strategic positions to be filled through the Talent Management Program (TMP)

    Position: Change Management Expert

    Place of Posting: Hargeisa, Somaliland

    Expected project duration: 120 working days

    Duties:

    • Design and implement a change management strategy
    • Plan based on the application of behavioral economics, as well as the attendant communication plan
    • Determine how changes will affect an organization, the scope of the change, and how the change will be communicated to the rest of the organization

    Qualifications:

    • Master’s Degree in Human Resource Management (HRM) or MBA with specialization in HRM or equivalent
    • Specific training in change management
    • Experience in developing and implementing major change management strategies in complex settings
    • Very strong interpersonal and communication skills
    • Demonstrable understanding of the dynamics and requirements of stakeholder engagement
    • Over 15 years of senior-level experience in Human Resource Management of culturally diverse international organization development in a multicultural global institution is mandatory
