Background
The Danish Refugee Council (DRC) is a humanitarian, non-governmental and non-profit organization, founded in 1956, that works in more than 35 countries around the world. DRC has been operating in Somalia for more than twenty years, where we assist returnees, IDPs and displacement-affected communities in all three regions (Somaliland, Puntland, and Central and Southern Somalia) through protection, service delivery, and livelihoods activities to enhance their self-reliance and expand opportunities for a dignified life. DRC provides both humanitarian assistance and longer-term development support to respond to the needs of communities affected by acute crisis as well as those in protracted displacement situations. In the past year, DRC’s strategic focus has shifted towards more durable solutions-oriented programming, linking displacement affected communities to longer-term initiatives to build resilience and recovery.
The Hargeisa office in Somaliland serves as one of the hubs for Country Programme technical staff who are responsible for providing technical support in Somaliland, Puntland and South Central Somalia.
Purpose
To provide management and leadership to the DRC Emergency Response Team. The Emergency Response Coordinator (ERC) will manage the delivery of DRCs emergency project to the most vulnerable displacement and conflict-affected populations. Will facilitate relations between DRC and the local communities in the realization of emergency response project objectives.
KEY RESPONSIBILITIES
Project Delivery
- Ensure timely and quality delivery of all DRC Emergency Response Project activities, including immediate needs component and capacity building component.
- Develop and monitor detailed operational plans for all Emergency Response project activities in accordance with the overall Emergency Response Project Logframe in coordination with Deputy Country Director and Program Coordinators/technical program managers.
- Oversee the planning, coordination and implementation of a multi-sector assessment of Somalia emergency situation to inform humanitarian actors of key needs of Somalia.
- Oversee the WASH, protection and livelihood emergency activities to ensure delivery of all project outputs while identifying potential barriers to implementation and find solutions to ensure project continuance;
- Supervise the training and mentoring of Somalia beneficiaries/displaced populations in community outreach and oversee effectively distribution of information.
- Manage the implementation of activities to identified extremely vulnerable Somalia areas in close coordination with the AoM/Cs, DCD/HoP and Safety Security Coordinator (SSC).
- Ensure informative sessions are conducted in a timely manner, and ensure the project team is recording feedback (comments, suggestions) and report results back on issues of concern with recommended areas of intervention
Representation
- Represent DRC in key emergency meetings in and out of the country.
- Coordinate and maintain constructive relationships with local authorities, other local government institutions, local NGO partners, other international organizations, in coordination with the other DRC/DDG team members;
- Ensure DRC’s principles and approaches to emergencies are integrated into the response.
- Follow the humanitarian principles, standards, and guidelines that DRC is committed to, and ensure these are adhered to by DRC staff, partner staff and volunteers
Monitoring and Evaluation
- Ensure transparency and accountability tools, processes and mechanisms to affected communities are in place
- Ensure equal participation by all segments of the community, taking into consideration issues regarding gender, age, clan and tribal and religious affiliations.
- Regularly monitor project activities and provide timely inputs and feedback to the Area Operations Manager/Coordinators and the Deputy Country Director/Head of Programmes (HoP)
- Work with DCD/HoP and M&E Officers to ensure M&E plan is being implemented, emergency data is being collected from the field and regular reports are being produced.
- Work with DRC Reporting and Communications Coordinator and M&E Offices to ensure all emergency project activities are reported for input into a database for profiling of Syrian refugees seeking assistance
Staff Supervision
- Provide supervision to DRC’s National Emergency coordinator and the Emergency response Team, including mobile teams, where these exist;
- Identify emergency staff training needs as and when appropriate;
- Work cross-departmentally to ensure project staff and activities comply with DRC policy and procedures
- Conduct regular field visits to support staff and monitor implementation of the response
Build the emergency capacity of local duty bearers through on-going one-on-one support and coaching and identify project beneficiaries.

- Conduct duties in accordance with DRC Somalia programme Standard Operating Procedures (SoPs)

Qualifications
Essential qualifications:
- A University degree in any of the social sciences or relevant fields
- Minimum of five (5) years’ experience working in emergency situations in fragile countries with vulnerable communities, basic needs and distribution programming experience, local authority capacity building and/or advocacy programmes.
- Experience of managing and supervising staff.
- Experience of WASH, Shelter/NFI, livelihoods and protection issues.
- Experience of Cash for work and Cash assistance is essential.
- Experience of working with UN or Non-Governmental Organizations.
- Fluency in English is essential, Arabic and Somali desirable.
- Good communication skills and ability to conduct training.
- Understanding of gender, protection and human rights.
- Computer skills.
- Good organizational and people management skills.

Conditions
Availability: 1st June 2018
Duty station: Hargeisa, with frequent travel to project sites with regular travel to other regions in South and Central Somali, this is a non-family and unaccompanied position.
Reporting: Deputy Country Director
Duration: 1-year contract possibility of extension, subject to funding.
Contract: Salary and conditions in accordance with the Danish Refugee Council’s Terms of Employment for Global Expatriates (available at www.drc.dk under Vacancies). This position is graded as A13 for qualified National staff the terms of employment will be in accordance with DRC terms for National staff
