Appendix A:

  1. Somaliland’s Strength, Weaknesses, Opportunity and Threat, SWOT Analysis.
                                                        SWOT ANALYSIS
Strength
  • Existed as a separate territory with internationally recognized borders for more than seven decades of colonial rule,
  • Democracy, relative peace and stability, bicameral legislature, and held four free and fair national elections since 2003,
  • Fulfilled Montevideo Convention,
Weaknesses
  • ·Lack of SL diplomatic moves, Lack of implementing aggressive foreign policy,
  • absence of formal political endorsement by the international community,
  • Government bodies are unable to receive bilateral technical assistance from other countries.
Opportunity
  • The two countries’ legislatures did not ratify the Act of Union.
  • Acceptance within the context of such failed unions, Examples abound, including Egypt/Syria, Cape Verde/ Guinea Bissau, and Senegal/Gambia. AU “unique and self-justified in African history”
  • The UK has been at the forefront of the international community in its support for Somaliland’s recognition, while the US granted de facto recognition in March 2010.
Threat
  • ·Somalia is unwilling to engage in any form of dialogue and continues to obstruct any efforts aimed at reconciliation, Current Somalia government policy is opposed to the political, development, economic, and interfering SL  internal and external issues,
  • Continuations of the US, EU, AU, and UK, Reluctant to grant diplomatic recognitions,
  • Geopolitical interest in the Horn,
  • Somaliland hybrid political order is currently under threat, due to the current Somaliland government policy and can be viewed as a “Crippled Hybrid”

The Quest of the Republic of Somaliland to Seek International Recognition
