The Republic of Somaliland has formally appointed its first-ever ambassador to Israel, marking a new chapter in bilateral relations following Israel’s historic recognition of Somaliland in December 2025.

In a presidential decree issued Wednesday, President Abdirahman Mohamed Abdullah Irro named Dr. Mohamed Omar Haji Mahmoud as Ambassador Extraordinary and Plenipotentiary to the State of Israel.

“This historic appointment marks a significant milestone in Somaliland’s diplomatic engagement and reflects its commitment to advancing formal relations, mutual cooperation, and constructive dialogue with the Government of Israel,” the presidency said in a statement.

The decree grants Dr. Mohamed Haji full diplomatic authority in accordance with Somaliland’s constitution and established principles of international diplomatic law.

Israel grants agrément

Israel’s Ministry of Foreign Affairs confirmed it has granted agrément — formal approval — to Somaliland’s envoy, following the establishment of diplomatic relations on Dec. 26, 2025.

“Following the establishment of diplomatic relations between Israel and Somaliland… the government of the State of Israel has granted an agrément to Somaliland’s first Ambassador to Israel, Dr. Mohamed Hagi,” the ministry said in a statement.

The ministry added that an Israeli ambassador to Somaliland “will soon be appointed — an additional step in strengthening relations between the two countries.”

Israeli Foreign Minister Gideon Sa’ar visited Somaliland last month, a trip that underscored the rapid pace of engagement between the two governments. Somalia condemned the visit as an “unauthorized incursion,” highlighting the regional sensitivities surrounding the recognition.

Embassy preparations underway

Somaliland officials confirmed that preparations for its first diplomatic mission in Israel have been finalized, with the embassy compound expected to become operational in the coming days. The mission is widely expected to be based in Tel Aviv, where most foreign embassies to Israel are located.

Dr. Mohamed Haji currently serves as a senior adviser to the Somaliland president and was previously the territory’s representative to Taiwan, where he helped expand cooperation in development, education and technology.

Under international norms, the rank of Ambassador Extraordinary and Plenipotentiary confers full powers to represent the appointing head of state in dealings with the host government, including negotiating and signing agreements.

“I promote Somaliland’s image and its positive qualities to the world,” Ambassador Haji said in a recent interview, describing his diplomatic mission as both strategic and developmental.

Expanding cooperation

Beyond diplomatic symbolism, both sides are moving quickly to deepen sectoral cooperation.

This week, Israel’s international development agency, MASHAV, is hosting a specialized training course for the Somaliland Water Authority and the Director General of Somaliland’s Ministry of Water. The program focuses on water planning, infrastructure development and long-term sectoral resilience.

Israeli officials said the course is designed to assist in “the construction, development, and planning of the water sector in Somaliland, and to strengthen professional cooperation between the sides.”

Water scarcity and recurrent drought remain among Somaliland’s most pressing challenges. Analysts view cooperation in water management, agriculture and technology as central pillars of the emerging partnership.

“Partnerships in water technology are not just development projects,” said a regional policy analyst. “They are strategic investments in stability and food security in drought-prone regions.”

Strategic ripple effects

Somaliland’s position along the Gulf of Aden near the Bab el-Mandeb strait — one of the world’s most critical maritime chokepoints — gives the diplomatic move broader geopolitical weight.

Israel became the first country to formally recognize Somaliland since it restored its independence in 1991 following the collapse of Somalia’s central government. The decision has intensified debate within the Horn of Africa and beyond, as some states remain cautious about encouraging separatist precedents.

Israel has pledged to appoint its own ambassador to Hargeisa in the near future, though no formal announcement has yet been made. Meanwhile, President Irro is expected to visit Israel in late March, a trip likely to further institutionalize the new relationship.

For Somaliland, which has long sought broader international recognition, the exchange of ambassadors represents more than protocol.

“This is about normal state-to-state engagement,” said a Horn of Africa analyst. “Once embassies open and ambassadors exchange credentials, the relationship becomes structured, sustained and harder to reverse.”
