Overview
Repeated delays and extensions to parliamentary, local and presidential elections in the self-declared Republic of Somaliland signal a stalling in its democratic trajectory. Presidential elections are now scheduled for December 2017, but a sustained humanitarian response is required to assist millions of people at risk of famine in the region, with severe drought hampering voter registration. In addition, both Houses of Parliament recently approved the establishment of a UAE military base in Berbera, following an earlier deal with DP World to upgrade and manage the town’s port, which it is hoped will bring further investment to Somaliland.
